La Crosse board revives parking agreement with City Brewery

As odors continue at La Crosse's City Brewery, the city's Board of Public Works voted to terminate a parking lease with the company to incentivize more remediation.

A week after they terminated it, members of La Crosse's Board of Public Works voted Monday to reinstate a parking space lease with City Brewery.

The board originally tossed the lease out after frustrations with foul-smelling odors coming from the brewery's wastewater treatment plant reached a peak. By terminating the lease, the board was set to cut off storage and quick-access parking for exports and imports at the brewery.

Now that the plant has demonstrated a more thorough timeline and contracting plan to fix the smells, the board reversed its action.

According to City Brewery plant manager Matthew Sweet, a solution to the smells could be in place by the end of June.

The foul odors have emanated from excess hydrogen sulfide fumes through a leak in the wastewater treatment plant's reactor roof for several years.

Sweet said preliminary designs for a fixed roof are complete and a full design plan will be complete by early April. After the design phase, the brewery will purchase construction supplies and hire contractors.

If contractors and supplies are gathered on time, the roof fix could start in June and finish by the end of the month.

Punitive measures against the brewery and its odors started in April 2024 when the Board of Public Works agreed to impose daily fines until hydrogen sulfide levels fell under mark set by the EPA and DNR.

Those fines ended in September after 154 days when brewery staff took temporary countermeasures to lessen the blow of the smells. With daily fines at $100, the brewery accrued $15,400 in a final fine.

It is not clear whether a potential restructuring deal first reported by Bloomberg could impact work at the brewery. The La Crosse-based company's creditors are looking to restructure debt, which could lead to a takeover of the company.
