Plan International has been working in Liberia since 1982, and has been implementing grants funded by the Global Fund to Fight AIDS, Tuberculosis and Malaria, since 2005 (Round 4 funding cycle) in various roles of Principal Recipient (PR), Sub- Recipient (SR) and Sub Sub-Recipient (SSR). Plan International continues to implement Global Fund Programs in 10 West and Southern Africa countries with highly satisfactory results and excellent performance.

Plan International Liberia has been selected as PR to implement the TB/HIV/RSSH grant from January 1st, 2024 to end of December 2026 and C19RM grant from January 1st, 2024 to end of December 2025. This will be done in coordination with multiple partners including Ministry of Health entities like NACP (National AIDS and STIs Control Program) and NLTCP (National Leprosy and TB Control Program), as well as various civil society organizations and UN agencies. As Principal Recipient, Plan International Liberia will be coordinating a total of 5 sub recipients, 10 sub-sub recipients and 2 service providers throughout the 3 years with national scope of intervention. The total budget for this 3 years national program represents 70 million USD, with 45 million USD for the GC7 TB-HIV-RSSH grant and 25 million USD, 28% of this budget being dedicated to the purchase of health products.

Role purpose

Plan International Liberia (Plan) requires a Chief of Party (COP) to lead the implementation of a large-scale Resilient and Sustainable Systems for Health (RSSH) program alongside the Liberian Ministry of Health in addition to community-based HIV and TB prevention efforts.

The COP is responsible for the overall delivery, performance and management of the grant and will provide leadership and adequate management of a PR team of over 30 staff with diverse professional backgrounds.

The COP has overall responsibility for ensuring: (1) a high-quality TB/HIV, C19 and RSSH program is delivered and performance targets are met; (2) contractual obligations, including effective budget management, are met in a timely and cost-effective manner; and (3) sub-grants to all sub-recipients and implementation partners are well managed. The COP will also ensure that Plan as PR performs as an excellent partner with other stakeholders in Liberia, including the Country Coordinating Mechanism (CCM), Ministry of Health, key government ministries, UN agencies, multilateral and bilateral donors and non-governmental stakeholders, the Local Fund Agent, and the donor: The Global Fund to fight AIDS, Tuberculosis and Malaria.

Contract length: initial contract of 1 year fixed term. Extension subject to secured funding.
